GTEC tasked to avoid overlap in trainee allowances, ‘No Fees Stress’

The Minister of Education, Haruna Iddrisu, has charged the Ghana Tertiary Education Commission (GTEC) with the responsibility of streamlining the implementation of teacher trainee allowances and the “No Fees Stress” policy to prevent duplication and ensure fiscal efficiency.

Speaking at the inauguration of the Governing Council of Colleges of Education in Accra, Mr. Iddrisu emphasised the need for coordinated disbursement mechanisms, citing the government’s projected annual expenditure of GH¢400 million to GH¢500 million on the two policies.

“You are paying the teacher trainee allowance, so if they were first-year students going to tertiary institutions, you’re also paying their ‘No Fees Stress’.

What do we do to avoid duplication of this? I’m tasking you to look into it,” the Minister stated.

He noted that sustaining the “No Fees Stress” initiative alone would require significant budgetary commitment each academic year, urging GTEC to develop a framework that ensures beneficiaries are not inadvertently double-funded.

In a broader call for sustainable financing, Mr. Iddrisu proposed allocating 2.5% of petroleum revenue to human capital development.

He also advocated for the creation of a Scholarship and Disbursement Authority to centralise funding efforts and reduce pressure on government resources.
