Coleman Publications has received a surge of inquiries from concerned graduates and teacher trainees across the country, all asking the same pressing question: Will there be recruitment into the Ghana Education Service (GES) this year?

In response, we’ve compiled a comprehensive update to shed light on the current situation and clarify what lies ahead.
Following a series of high-level engagements between the Ghana Education Service and the Ministry of Education, it is evident that both institutions are fully prepared to carry out the recruitment exercise.
In fact, the Minister of Education, Hon. Haruna Iddrisu, recently reaffirmed the government’s commitment to recruiting up to 60,000 staff into the GES.
This pledge was made on the floor of parliament and reemphasised during a stakeholder meeting held on August 20, 2025, which included representatives from the Coalition of Unemployed Trained Teachers, the Director-General of GES, and other senior officials.
According to the Director-General of GES, Prof. Frank Kofi Davis, the Service has already completed and submitted all necessary documentation to the Ministry of Education.
These documents, which detail the total number of affected graduates—including 2023 graduates and backlog cohorts from 2022 and 2018—have since been forwarded to the Ministry of Finance for financial clearance.
However, despite the readiness of both GES and the Ministry of Education, the recruitment process remains stalled.
The bottleneck lies squarely with the Ministry of Finance, which is yet to issue the financial clearance required to activate recruitment and salary processing.
Without this clearance, GES cannot proceed with postings, onboarding, or payment of arrears.
In an earlier interview granted by the Minister of Finance, Hon Cassiel Ato Forson, following the presentation of the 2025 Mid-Year Budget Review, he notably did not mention recruitment or employment initiatives for the remainder of the year.
Instead, he indicated that job creation and employment will be prioritised in the 2026 national budget, which is scheduled to be read on November 15, 2025.

This statement raises concerns among stakeholders, as it suggests that any large-scale recruitment may not occur until next year.
With basic schools across the country scheduled to reopen on September 2, 2025, the possibility of recruiting new teachers before the start of the academic year appears increasingly slim.
While the infrastructure and planning are in place, the absence of financial clearance renders the system immobile.
In summary, the Ghana Education Service and the Ministry of Education have demonstrated full preparedness and commitment to teacher recruitment in 2025.
However, the final decision rests with the Ministry of Finance. Until clearance is granted, no recruitment can proceed—despite the urgency, the promises, and the growing pressure from affected graduates.
