The Government of Ghana has commenced disbursing the promised financial support to first-year students in public tertiary institutions under its newly introduced fee relief programme, according to the Minister for Government Communications, Mr Felix Ofosu Kwakye.
Speaking on Joy FM’s Newsfile on Saturday, May 10, 2025, Mr Ofosu Kwakye stated that the initiative is facilitated through an online registration portal launched three weeks ago.
The system enables students to submit their details for verification, after which funds will be transferred directly into their bank accounts.
“All students who have registered with their universities must also register on the new portal https://nofeesstress.sltf.gov.gh/,” he explained. “Once your information is verified and your bank account details are confirmed, the money will be sent directly to you.”

The programme is restricted to students in public universities, technical universities, and nursing training institutions. It does not currently extend to private or subvented tertiary institutions.
Mr Ofosu Kwakye further clarified that the initiative is funded by the Students Loan Trust Fund (SLTF). He added that student enrolment data from the National Council on Tertiary Education and the Ministry of Education is being used to verify applicants and prevent fraudulent claims.
“We are not working with raw university lists,” he emphasised. “You have to fill out the portal with verifiable information so we know who you are. That is how we are tracking disbursements and closing the loopholes.”
Refunds and Budget Allocation
Concerning students who had already paid their tuition fees before the programme’s announcement, the Minister assured that they would be refunded once their details are successfully confirmed through the system.
Although GH¢458 million has been earmarked for the 2024–2025 academic year, Mr Ofosu Kwakye indicated that the actual expenditure would be determined by the number of students who register for the programme.
He noted that even if the initiative continues in subsequent years, the overall cost would remain lower than the annual budget for the Free Senior High School programme.
“If people can’t afford GH¢1,000 or GH¢1,500 at SHS level, how do we expect them to afford GH¢3,000 or GH¢5,000 at the university level? This is why the intervention is necessary,” he stated.
The Ministry of Education has disclosed that more than 5,000 students have already registered on the platform.
The government encourages all eligible first-year students in public institutions to apply promptly to access this financial assistance.

No, only students who have been offered admission into a public tertiary institution qualify for the fee relief programme.
Those who are currently applying for tertiary education but have not yet received admission do not qualify at this stage.
However, once a student is officially admitted into a public university or technical university, they become eligible and can register through the designated online portal to receive the financial support.
The system ensures that only verified students benefit from the initiative.
I’m done with my registration but I haven’t received any amount in my bank account. Or can be that they are still doing the verification of the account?
The process is not instantaneous, meaning your bank account is not credited the moment you register.

This financial support is not a loan and does not require repayment after completing school. It is specifically designed for first-year students and is disbursed only at Level 100.
This means that after completing Level 100, students will be responsible for paying their own tuition fees for subsequent years. Thanks
