The Governing Board of the National Service Authority (NSA) has officially launched a nine-member Transition and Implementation Steering Committee to oversee the creation and deployment of a new digital platform aimed at eradicating “ghost names” from its payroll and database systems

This decisive move follows an audit of the existing platform, which was deemed substandard.
A directive from the Office of the President, dated June 17, 2025, instructed the Minister of Youth Development and Empowerment to suspend the current deployment system, carry out an audit, and initiate the development of a robust replacement
Further, the Minister has directed the NSA Board to commence legal processes to avoid a contract renewal for the old system, which officially expired in August 2025.
Committee Responsibilities
Under the authority of the NSA Board and guided by the Ministry of Youth Development and Empowerment, the committee’s responsibilities include:
- Managing the phased migration from the legacy system to the new platform.
- Overseeing the design, deployment, and implementation of the new system across all core NSA functions—enrolment, postings, payroll, allowances, and scheme management.
- Ensuring the new platform facilitates enhanced efficiency, transparency, security, and real-time verification of service personnel postings
The Authority reassured the public that this transition must not disrupt the delivery of services to national service personnel, in line with the provisions of the National Service Act, Act 1119 (2024) .

Chaired by Dr. Wisdom Atiwoto, Board Member of the NSA and Director of Research, Statistics, and Information Management at the Ministry of Health, the committee includes:
