The Management of the University of Education, Winneba (UEW) has expelled a postgraduate student and initiated legal proceedings after uncovering a massive fraud scheme involving admission forgery, certificate falsification, and extortion.

Mr. Frank Anderson, an MPhil student in the Department of Special Education, is ‘accused’ of leading a network that preyed on prospective students and those seeking to manipulate their academic records.

According to an official statement released by UEW, Mr. Anderson fraudulently offered services ranging from altering academic grades and resolving “incomplete grade (IC)” issues to facilitating unauthorised “Protocol Admissions” into the university.

He allegedly charged fees ranging from GHS 1,000 to GHS 3,000 for these illicit services, operating across multiple locations including Suhum, Mangoase, Nsawam, and Winneba.

“Mr. Frank Anderson has been withdrawn from his current programme of study at UEW,” the statement confirmed. The university is actively pursuing legal action against him for “extortion, falsifying university documents, and issuing fraudulent admission letters.” He is currently in jail awaiting trial at the Winneba High Court.

While the syndicate never managed to directly alter records within UEW’s official OSIS 2 grading system, they are accused of creating fake PDF versions of student results and forging WASSCE certificates to secure fraudulent admissions for their clients.

UEW has taken swift action to address the fallout from the scheme. The university has revoked the admissions of all students found to have gained entry through fraudulent means facilitated by Mr. Anderson and his network. Furthermore, even if unsuccessful, students who paid for grade alterations have also been expelled.

The university has emphatically distanced itself from Mr. Anderson’s actions, stating, “He acted independently and without any authorisation from the university.”

They reiterated their unwavering commitment to academic integrity, adding, “The University of Education, Winneba upholds the highest standards of academic integrity and does not condone fraudulent activities.”

The management assured the public that they are collaborating with law enforcement agencies to ensure that all individuals involved in the scheme face the full consequences of the law.

The university has vowed to “relentlessly pursue and implement robust measures against fraudulent conduct” to safeguard its academic reputation.
